In the United Kingdom, Australia, the United States and many other countries physicians are almost exclusively referred to as "doctors".
As an example of inverted snobbery, in the UK surgeons are referred to as mister (unless they really do have a doctorate).
In South Africa and Australia dentists and veterinarians are referred to as doctor.
The list of professions and the countries in which their non-doctorate members are commonly referred to as doctors is far from complete.
