On February 20, 2004, two weeks after the resignation of the Repse cabinet, Emsis was appointed by the Latvian President Vaira Vike-Freiberga to form a new government . He is expected to form a right-center coalition government continuing the Repse coalition of New Era, First Party, Fatherland Party and The Greens and Rustics union. If he succeds, he will be the first member of a Green Party to become Prime Minister of a country.
Emsis is one of the three chairpersons of the Latvian Green Party, which forms a part of The Greens and Rustics union. He is a member of the Latvian parliament, and served as Minister for the environment in the 1990s, working especially for a clean Baltic Sea. Emsis' political views are described as rather conservative.
