The Fundamental Human Rights Party was started by Debroah Kelly-Hawkes and Blair Ross in 2003. Kelly-Hawkes was a formerly a member of the Island New Democrats ran in the 2000 provincial election. She registered to run as a federal leadership candidate for the federal New Democratic Party of Canada but due to her attempts to found the FHR party, she was prohibited from running. She quit the party, and joined forces with Blair Ross who is famous for staging protests outside of province house. The two hoped to run in the 2003 provincial election, but when Ross was convicted of theft, they had to put their plans on hold.
