Roméo Dallaire

Born in 1946-Netherlands, Roméo Dallaire was born to a Canadian non-commissioned officer and a nurse from Holland. Was the chief commander of UNAMIR (United Nations Assistance Mission for Rwanda) from 1993-1994. Witnessed the Rwandan genocide and tried, in vain, to persuade his superiors to send more troops. He left Rwanda, with a post-traumatic stress disorder, in 1994.

Dallaire later retired as Lieutenant-General on the 22nd of April 2000 from the Canadian Forces. He recently published his autobiography "Shake Hands with the Devil: the Failure of Humanity in Rwanda", which is an incredible first hand account of the genocide.
