A storm surge is formed by a hurricane's low pressure causing the ocean water under the eye to be raised up. The height of the storm surge is directly related to the air pressure of the storm as well as the topology of the bottom of the ocean under the eye. More deaths are caused by the storm surge of a hurricane than any other attribute of the hurricane.
